Falling Numbers on Offense

They say numbers never lie, but I don't know if I'd agree with that statement.
Sometimes the numbers do lie. Football Outsiders' F+ rankings are a perfect example. Notre Dame finished ranked 34th in 2014, which seems pretty appropriate for a team that finished 8-5. One would figured that the numbers wouldn't be too kind to a 4-8 team this season after finishing 7th in F+ after last season.
Yet somehow, Notre Dame was ranked 34th in F+ again in 2016.
