A week ago Notre Dame landed a commitment from Rhode Island grad transfer safety Antonio Carter II. 

It’s a pickup most would have questioned probably five years ago and it would have caused message boards to go crazy, but in today’s college football climate, the addition was a national story because of the Transfer Portal.
