Tommy Rees called evaluating quarterbacks an “imperfect science”. That’s the best way I’ve seen it described because no one has the magic formula that can help them predict which quarterbacks will hit and which won’t.
There were 35 quarterbacks drafted in the first round of the NFL Draft over the last decade. 14 of them (40%) were top-100 recruits and eight were compositie 5-stars. That means a whole bunch of them became top picks who weren’t supposed to.
