Not necessarily. But he can let Long know what he wants. Also, he hired Long. To me it's obvious that Kelly has no problem with 25 pass attempts in the first half.

Kelly has a qb who can kind of throw...so that's what he's gonna do. We need a qb with one arm. Maybe he will run it then.
