Notre Dame was not going to take a quarterback just to take a quarterback in this class. Even when they lost a commitment from a player and missed out on some other targets, they still were looking for someone with the potential to lead their football team down the line.

They found a good candidate in Brendon Clark‍, who just won a state championship for Manchester (Virginia). He showed plenty of skill during his senior season, but I think he has a lot of room to grow as well.
