The discrepancy between what's called against ND vs. what's called for ND with regards to targeting is insane. That was a late, dangerous hit against a defenseless player that clearly left him rattled. How in the world is that not at least reviewed for targeting?

It's literally the most difficult route to cover if the throw is decent. That's why people keep throwing it.
